City Ruler, not City Builder: Urban Empire offers a unique combination of classic city building and political management gameplay. Take on the role of a mayor, be a political mastermind and prove your skills by prevailing against opposing parties and guiding your city through technological evolutions and ideological revolutions. Choose from 4 ruling families with 5 characters each, like the equal rights and social justice advocates the Kilgannons, or the Sant’Elias, who focus on scientific progress and the pursuit of knowledge. Create and manage city districts on a large scale and fulfil your citizens’ needs – such as happiness, safety, and public services. Introduce new ideas and technologies, like the electric tram, antibiotics or video games and use your power to convince the city council of your political agenda. Up to 1000 dynamic events represent the twists and turns of urban life: make and influence decisions on issues such as women’s rights, the hippie movement, and child labor.

스팀평가만 보면 핵폐기물처럼 보이지만 6000원 주고 산 입장에서 생각외로 그냥저냥 할 만 했다. 물론 정가주고 사면 제값은 절대 못하니 다이렉트게임즈에서 2000원 주고 사는게 개이득. 일단 남들이 말하는데로 단점이 넘치는 게임이다. 튜토리얼도 부실하고 제대로 된 경제시스템이나 시티빌딩적 요소가 반영되지 않는다. 팁을 주자면 그냥 세금 투표 쿨타임마다 올려서 7~80프로 맞추고 구역지으면서 건물이랑 기관 지어주면 도시 완성된거다. 어차피 각종 세금 풀로 올려도 그래서 고용이 줄어든다던가 소비가 줄어든다던가 그런거 없다. 있다해도 안느껴짐. 특히 기반시설은 효과는 거의 없는 수준인데 유지비는 유저 뺨싸다구 왕복으로 후려갈기는 수준이라 그냥 안 짓는게 낫다. 그냥 흑자인데 심심하다 싶으면 가끔 올려주면 됨. 그리고 호의가 계속되면 둘리인줄 안다는 교훈을 주기위해 정당에게 호의를 쓰면 관계가 점점 개박살나니 호의는 들고만 있고 중요할 때나 쓰자. 기술연구하다보면 중간에 무조건 도입하는 선택지가 뜨는데 위에 커서 올려두면 색으로 정당들 반응 볼 수 있으니까 뜨는 옵션 중에 반대걸릴 거 같은걸 도입하면 됨. 어차피 반대에 가 있으면 있는 호의 전부 꼬라박아야 중립쯤 오고 이후에 관계도 개판나니 별로 중요하지 않은 투표면 쿨하게 포기하는게 낫다. 그리고 표차이x10만큼은 쌓아둔 지위로 밀어붙이기가 가능하니 호의 남발하지말고 재선하는데 쓸만큼은 남겨두자. 2판 정도까지는 캐릭바꿔가며 이벤트 보면서 무난하게 즐길만 한 것 같다. 인내심 깊은 사람이면 3판까지도 즐길 수 있을거고 그럼 20시간 정도는 되니 본전뽑고도 훨씬 남는다. 그 이상은 컨텐츠 부족도 있지만 최적화 문제 때문에 어지간히 취향아니면 하기 힘들 것이다. 노답급 발적화라 최고사양으로 돌리는데도 4~5번째 시대가 되면 슬슬 렉걸리고 특히 저장이랑 불러오기가 속터지게 느리다. 딱 5천원 가치정도 하는 듯. 큰 기대없이 그 정도되는 게임이라고 생각하고 하면 적당하게 플레이 가능.
