World leaders felt the pressure of this birthrate crisis.
In an attempt to stop this crisis of annihilation, they established the "SEX New Law" and issued each man a "free sexual permit".
Originally disallowing anything but internal ejaculation meant to impregnate, it was eventually decided that men "should not be obligated to insert".
Thus, an "oral permit" and so-called "waste fire permit" (for external ejaculation) were established to help with male stress relief.
