Through a stroke of luck Naoki joins the student council where the busty girls Ouka, Chihiro, Chichi and Himeko lead the student council. However they all have boyfriends. Naoki is disappointed in his situation, to make matters worse they constantly tease him. These girls however are willing to cheat either for fun, for money, or by applying a little pressure. Naoki can enjoy the big tittied student council after all.
